Brisbane City Council has partnered with Zenergy to recruit the Executive Manager Safety position.

Position
The Executive Manager Safety is Council’s senior-most safety leader, responsible for enterprise safety strategy, critical risk governance and assurance. The role provides independent, risk-led oversight of Council’s safety performance and ensures the CEO and Executive have clear visibility of critical risks, control effectiveness and systemic issues.
  
The Executive Manager Safety leads a newly established Safety Branch and is accountable for building a contemporary, high-performing safety function that supports safe, reliable and sustainable service delivery across the organisation. The role ensures Council meets its workplace health and safety due diligence obligations and operates with a mature, defensible and risk-aligned safety governance framework.
  
The position sits within Corporate Services Group, and has responsibility for overseeing Council’s safety performance, ensuring safety practices are consistent, safety processes are aligned and safety governance is professionally managed across the organisation.

Executive Manager Safety Requirements
  • Experience leading organisational transformation and capability uplift for specialised safety roles and across the organisation.
  • Ability to influence senior leaders and drive enterprise-wide cultural change.
  • Demonstrated leadership of enterprise safety, risk and assurance functions in complex, high-risk environments.
  • Proven ability to design and implement safety governance frameworks, critical risk programs and assurance systems.
  • Inclusive and people-focused leadership style aligned with Council’s Leadership Blueprint, with demonstrated success in building high-performing, values-led teams and positive workplace cultures.
  • Demonstrated ability to undertake broad executive leadership beyond the specific requirements of the position, across the organisation.
  • Demonstrated capability in financial and risk management within high-risk, high-accountability settings.
  • Strong strategic planning, performance measurement and data-driven decision-making capability.
  • Deep understanding of workplace health and safety legislation, regulatory expectations and due diligence obligations.
Ideally, the preferred candidate will have tertiary or postgraduate qualifications in safety, risk, engineering, governance, business or related fields, and executive experience in high-risk industries or large, complex organisations.
